Is the answer "Sherlock, I am watching you"?
It's from using the code used by Julius Caesar called the Caesar Cipher and turned re-jugged the letters 15 places?
I did some research about Roman emperors and stumbled across the Caesar Cipher. Never even knew about it. :)
